in Response to the Finalization of the HHS Mandate

            On Friday, June 28, 2013, the US Department of Health and Human Services (HHS) issued a final 110 page ruling pertaining to mandated coverage for various prescribed services.  

            The effective date of the rule had been set for August 1, 2013. Friday's decision, however, moves the date to January 1, 2014, for some non-profit entities including non-parish Catholic institutions.

            The HHS mandate requires that almost all employers, even those with moral objections to contraception, abortion and sterilization, provide employees with contraceptives, including those that cause abortion and sterilization, free of charge as part of the services offered to women. Accommodations and exemptions for various church organizations and religious non- profits are discussed in the document.

            Presently, the United States Conference of Catholic Bishops’ lawyers are engaged in an extensive review of this ruling, with all of its requirements, exemptions and accommodations. Once that is completed, more information will be shared from the Bishop’s Office concerning how the Diocese of Youngstown will proceed.
